Position Description

Description:

Under general direction, supervises a group of Right-of-Way Agents and Engineering Technician staff in the performance of land acquisitions for projects in Capital Facilities, Stormwater Management, and others. Responsible for managing multiple and diverse project assignments with challenging completion deadlines. Develops and implements plans for the agency's business team and performance measures for the Land Acquisition Division. Using excellent communication skills, works independently and with teams of design and construction staff. Analyzes complex reports and records to determine property ownership. Interprets engineering plans and construction drawings and provides quality control for field and site verifications. Reviews real property appraisal reports and performs appraisals or cost estimates as appropriate. Provides contract management oversight for appraisal and title vendors, legal services, and right-of-way acquisition contracts as necessary. Prepares and reviews correspondence, legal instruments, and staff reports. Personally negotiates land acquisitions for certain projects. Coordinates legal issues with the Office of the County Attorney. Prepares and reviews Board of Supervisors Agenda items, coordinates compilation of facts required in public hearings and condemnation proceedings with design managers, attorneys, and elected officials; makes presentations to the Board of Supervisors. Certifies documentation and testifies in court regarding condemnation matters as appropriate. Performs related duties as required.

Minimum
Qualifications:

Any combination of education, experience and training equivalent to the following: a bachelor’s degree in real estate or a related field from an accredited four-year college or university; plus four years of experience in real property negotiation, disposition and/or evaluation.

Requirements:

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

Preferred
Qualifications:

Education and experience in supervision: negotiating public land acquisitions, real estate and real estate law, property title research, or land use and development. Experience managing multiple projects with challenging completion deadlines. Familiarity with construction plans and plats for projects including highways, sewers, and utilities. Possession of the Senior Right-of-Way Agent designation awarded through the International Right-of-Way Association or the ability to complete those requirements within three years. Experience in cost estimating or producing appraisals of real property; Certified Residential or Certified General Appraisal License or pursuit of same. Knowledge of eminent domain law and condemnation procedures. Excellent oral and written communication skills as well as excellent organizational skills. Demonstrated ability to work independently and in a fast-paced collaborative team environment. Computer and Microsoft Office software skills.

Selection
Procedure:

Panel interview. A written exercise may be administered at the time of the interview.

Note:

The appointee must be available occasional evenings and weekends to meet with property owners and attend county Board meetings.
