Position Description

 
 
Position:  Technical Standards Engineering (Metadata)
 
Job Description:  Provide input and analysis for the selection and implementation of standards in the field of Information Technology, Security, and Geospatial Intelligence information.  Represent the information requirements of NCGIS and its Engineering Support Team for development and management of standards activities that support metadata standards.  Coordinate the development of these metadata standards with NSG products and data repositories that are under development. 
 
 
Specific tasks include:
 

  • Development of XML schemas supporting metadata standards.
  • Reduce NMF to core data types by separating Coverage, Quality, and other data or service specific extensions.
  • Establish GEOINT Metadata standard for use with Library of National Intelligence (LNI)
  • Coordinate standards with Federated Search and Content Discovery Working Groups
  • Respond to customer’s feedback and questions concerning Technical Views that establish the baseline for standards selection and use.
  • Utilize DODAF, DISR, and FEA and Standards Development Organizations information for selecting technical standards to generate well-formed technical views.
  • Coordinate pertinent project related activities and develop plans for conversion of NSG Metadata Foundation into NMIS (NSG Metadata Implementation Specification) XML schemas.
  • Interact with appropriate government and external standards bodies to collaborate on standards selection and development.
  • Present summaries and recommendations for consideration in often contentious environments

 Required Skills:

  • Knowledge and experience with XML
  • Strong analytical ability and demonstrated proficiency in quickly understanding geospatial, imagery, intelligence and IT standards.
  • Proficiency in writing technical documentation.
  • Proficiency in developing and delivering technical presentations
  • Familiarity with geospatial and imagery products.
  • Ability to work under stringent schedules
  • Ability to interact with internal, partner and external personnel to gather, understand, and extract information
  • Experience working as a collaborative team member, prioritizing routine assignments and workload to meet customer expectations.
  • Working knowledge of and experience in using the Microsoft Office suite of tools

  
Desired Skills:

  • Familiarity with DODAF Enterprise Architecture Concepts, including Standards  Viewpoint development
  • Familiarity with at least some of the primary external standards development bodies, their processes and their people
  • Familiarity with at least some of the primary activities involved in standards-setting (NCGIS, ICMWG, FGDC, DISA, ISO, OGC, etc.) and their processes and people
  • Experience in researching and recording technical standards

 Educational Requirements:

  • B.S. or advanced degree in engineering or scientific discipline
