The Position:

We're looking for an OSP Construction Manager to provide technical expertise and leadership to all supervisors, ensuring standardized and improved processes (ongoing) for the OSP (Outside Plant) Construction Team, and establishing relationships and infrastructure to support new markets. Acts as primary interface with local jurisdictions for franchises, with utilities for pole attachment and conduit agreements, with each state's one-call system, DOH/DOT, Railroad companies, and other utilities. Manages construction contracts and RFQs to ensure best pricing, standards and emergency responsiveness needs are maintained. Primarily, this leadership position is responsible for daily management of OSP construction, installation and maintenance of the Lumos's 100% Fiber Network (poles, aerial, buried and underground fiber & network facilities) within their assigned area. Serves as single POC for all OSP work in their area assigned to either company or contract line-crew and splicers.

Manager ensures all projects are completed in a safe, accurate, timely and efficient manner: with responsibility for all OSPC CAPEX (up to $15M), and OPEX budgets, (up to $5M), in assigned areas. This position controls the OSP material inventory levels in multiple warehouses to remain in accordance with corporate guidelines.

  • On-call 24/7/365: ready to respond to service outages; among the first responders for emergency OSP events.
  • Virtual Position: regular travel required to sites in and around Hampton Roads Area, VA.

Duties & Responsibilities:

  • Direct, manage, track and prioritize budgets for capital and operating expenditures.
  • Overall management of the expansion market, drive production plans and lead internal and external team to efficiency and on-time performance.
  • Create and maintain partnerships with local and state municipalities. Provide recurring updates to municipalities and other local contacts.
  • Oversee management of teams responsible for Railroad crossing, ROW easements, and pole/conduit providers and all construction activity.
  • Industry organizations and utility interaction: DOH, DOT, Power Utilities, Telecommunication firms, Municipalities and other Government Agencies, Cable MSO's.

Qualifications:

  • Education:
    • High School Diploma or equivalent required.
    • Bachelor's degree preferred.

  • Experience:
    • 10+ years' OSP telecommunications experience related to engineering and construction.

  • Key Competencies:
    • Demonstrated ability to lead internal and external teams, provide direction to multiple teams, and spearhead large-scale technical construction projects.
    • High degree of mathematical aptitude, working knowledge of OSP principles for engineering and construction, as well as detailed knowledge of telecommunications industry construction and engineering design practices.
    • Excellent verbal, written, and interpersonal communication skills.
    • Strong project management and negotiating skills.
    • Demonstrated commitment to OSHA regulations and workplace safety best practices.
