Minimum Qualifications Summary

Experience Required
  • Combined Ten (10) years' experience as Data Scientist. Ten (10) years' experience in data analytics conducting research, gathering data, processing, assembling, and analyzing facts, drawing conclusions, effectively fusing results with other information, and developing database solutions to force optimization-related problems. The ideal candidate has demonstrated experience with Navy Personnel Command detailing, preferably with experience as a Navy Detailer, Career Counselor, Community Manager or Placement Coordinator.
  • Ten (10) years' experience utilizing Excel, Python, Power BI, and other modeling tools and research methods related to data analytics in manning analysis for commercial or government entities.
Job Objective
Provide support to assess the manpower / human capital requirements and provide manning analysis.
Responsibilities
  • Assist with tasks that cross over numerous functional boundaries to develop and implement programs and techniques to improve data quality business practices.
  • Work closely with specialists within the human resources division, the Naval Special Warfare Command (NSWC) manpower team, and with key personnel within the NSWG-8 enterprise.
  • Interact regularly with key stakeholders.
  • Assist with a range of manpower analysis studies, supporting ongoing manpower planning and programming activities for the NSWG-8 enterprise, and supporting manpower reports, systems, and data management efforts.
  • Possess exceptional work ethic, verbal and written communication skills and be accurate in the administration of duties.
  • Produce clear and concise reports and correspondence in prescribed formats.
  • Possess the ability to perform duties under pressure in a fast-paced environment and execute multiple tasks to meet stringent timelines.
  • Possess the ability to coordinate complex scheduling and multi-step processes.
  • Prepare written reports and correspondence using Microsoft Word, PowerPoint, Teams and other related programs.
  • Work closely with specialists within the human resources division, the Naval Special Warfare Command (NSWC) N1 Directorate, and with key personnel within the NSWG-8 enterprise.
  • Assist with day-to-day maintenance as directed of manning trackers for active duty, civilians and others within NSWG-8 utilizing Billet Based Distribution (BBD), Career Management System Interactive Detailing (CMS-ID), Fleet Training Management and Planning System (FLTMPS), My Navy Assignments (MNA), Activity Manning Document (AMD), and other manning systems.
  • Ensure all Protective Health Information (PHI) and Personally Identifiable Information (PII) is safeguarded protected.
  • Assist with ensuring data quality is maintained for the organization's manning data systems.
  • Assist with DOTMLPF-P analysis on personnel with technical documents related to manning.
  • Develop and manage databases related to manning and talent management for unique programs specific to the Command.
  • Assist with documentation related to platforms and systems informed by major force structure change, allocation and re-organization.
  • Perform data analysis utilizing Python, Power BI, Microsoft Excel and other approved methods.
  • Will require access to NIPRNET, SIPRNET computer systems at government facilities and may be furnished with NIPRNET and SIPRNET GFE to support travel or periods when teleworking is required
