Moffatt & Nichol specializes in large complex waterfront infrastructure projects and is recognized as one of the worldwide leaders in this field. We are actively looking for a Water Resources Engineer (or Scientist) with 6 to 8 years of experience to join our Norfolk (preferred) or Richmond, VA office. As part of the Coastal/Water Resources Group, you will work closely with the local Virginia based team as well as with the broader Moffatt & Nichol team via our highly successful interoffice staff utilization program. This will provide you with an opportunity to enhance your skills, knowledge, and network beyond the local states.

You will contribute to projects for clients such as the United States Army Corps of Engineers, FEMA, cities, municipalities, and private clients/developers. We are actively performing engineering services for nearby cities such as: Norfolk, Virginia Beach, and Hampton. You will prepare H&H models in both 1D and 2D to support watershed studies, stormwater masterplans, FEMA flood studies, flood resiliency projects, and capital improvement projects in addition to the other items. You will prepare plans, specifications, and cost estimates in support of civil, drainage, and stormwater projects.

Duties and responsibilities:

  • Prepares plans, specifications, and cost estimates, in support of final bid packages
  • Prepares written and graphic reports and makes presentations
  • Develops surface water hydraulic, hydrologic, and hydrodynamic modeling
  • Performs engineering calculations to solve problems related to surface water and drainage
  • Analyzes system flow, flood risk, and mitigation alternatives
  • Addresses local, state, and federal flood management regulations
  • Prepares exhibits, reports, and presentations to illustrate findings and recommendations
  • Coordinates with government agencies, local authorities, contractors, and internal team members
  • Performs 1D and 2D riverine hydraulic modeling
  • Performs numerical modeling in support of stormwater and drainage improvements projects
  • Prepares various draft documents, including reports and technical memoranda
  • Participates in design activities and meetings between project team members, subcontractors, and client managers
  • Participates in project decisions regarding technical approaches, feasibility, cost, construction approaches, and scheduling performance
  • Resolves a wide range of issues in creative ways
  • Meets with clients for project related tasks
  • Ability to plan, schedule, and complete work assignments within established budgets and timelines

Qualifications:

  • Bachelor's Degree in Civil or Environmental Engineering, or relevant water resources science degree
  • Master's Degree in Civil or Environmental Engineering, or relevant science degree, preferred
  • 6 to 8 years of experience
  • Professional Engineering (PE) license a strong plus
  • Proven ability to resolve complex issues in creative and effective ways
  • Background and/or experience with engineering analysis and design of various project types including a combination of:
    • Floodplain mapping and floodplain management
    • FEMA Floodplain Regulations and Standards
    • Stormwater hydrology and hydraulic modeling; stormwater and drainage infrastructure permitting and design
    • Watershed assessment and planning
    • Urban flood risk and floodplain management
    • Flood protection and resilience
    • Low impact development/green infrastructure
    • Preparing project scope and fee proposals
    • Construction principles, including survey, inspection, and engineering methods and materials, and surveying methods and techniques
  • Practical work experience with: SWMM/XPSWMM/PCSWMM and ESRI GIS
  • Knowledge of the following are a plus: HEC-RAS, HEC-HMS, InfoWorks ICM, AutoCAD, Civil 3D
  • If hired in the Richmond office, candidate must have availability and willingness to travel to Norfolk

Physical requirements:

Work is generally performed in an office or client office setting. Some site visits may be required which may necessitate navigating unpaved or natural terrain while carrying equipment. Some travel will be required.
