Planner Estimator II
Purpose:
  • Valkyrie Enterprises has a need for an Estimator position who will be a key support in planning and estimating ship repair and modernization projects for Naval Ships and shore facilities, located in Norfolk, VA.
Job Description:
  • The estimator will prepare cost estimates for product manufacturing, removal and installation projects, or services to aid management in bidding on or determining price of products or services.
  • The estimator will review the statement of work and drawings for the project and take into account the materials, personnel, and any other resources needed to complete the repair.
  • Reviews engineering plans, blueprints, and product specifications to determine material requirements in support of repair, fabrication, and/or modernization projects.
  • Reviews Statement of Work (SOW) for clarity, completeness, and timeliness. Analyzes whether to pursue or not to pursue.
  • Considers all specified references including applicable NAVSEA Standard Items in the formulation of estimates.
  • Responsible for material and/or labor cost analyses and estimations for proposal efforts.
  • Performs a wide variety of complex planning activities required to attain awarded projects and to meet production objectives.
  • Works with program managers and other personnel to formulate estimates.
  • Estimates or determines material costs via vendors or other references.
  • Prepares cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project.
  • Assesses cost effectiveness of products, projects, or services, tracking actual costs relative to bids as the project develops.
  • Sets up cost monitoring and reporting systems and procedures.
  • Conducts special studies to develop and establish standard hour and related cost data or to effect cost reduction.
  • Reviews material and labor requirements to decide whether it is more cost-effective to produce or purchase components.
  • Works with Purchasing to obtain and schedule materials based on production forecasts.
  • Estimates the labor requirements by trade based on engineering plans and product specifications to determine material requirements in support of repair, fabrication, and/or modernization projects.
  • Factors in QA and Project Management requirements in the labor estimates.
  • Provides estimates in the format required by the contracts manager.
  • Proficient in developing estimate and project plan from Microsoft Project.
  • Builds bill of materials (BOM).
  • Build and maintain BID tracker of all estimated projects.
  • Manage schedule for BID reviews.
  • Submit BID packages to contracts.
  • Receives and controls government drawings.
Qualifications:
  • Must have Bachelor's degree or at least 8 years equivalent experience in estimating shipboard repairs with US Navy vessels.
  • Must have at least 3 years' specific related job experience.
  • Must be familiar with NAVSEA Standard Items.
  • Must have working knowledge of raw materials, production processes, quality control, costs, and other repair techniques for maximizing the accuracy of the estimate.
  • Must have working knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models.
Desired Qualifications:
  • Familiarity with US Navy ships/terminology preferred.
Security Requirements:
  • Must be eligible to obtain and maintain a DOD Secret security clearance.
Travel Requirements:
  • Less than 25%.
  • If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID. Physical Requirements:
  • 10% work may be performed on a ship conducting ship checks.
  • Subject to outside environmental conditions (extreme cold/heat), subject to noise, vibration, hazards, atmospheric conditions (affect the respiratory system), frequently work in close quarters and/or function in narrow aisles or passageways (areas that could cause claustrophobia)
  • 90% Remaining in a stationary position, often standing or sitting for prolonged periods, Moving about to accomplish tasks or moving from one worksite to another, Communicating with others to exchange information, Repeating motions that may include the wrists, hands and/or fingers, Light work that includes moving objects up to 20 pounds.

Pay Range: $50,000 - $80,000 per hour
